Not getting releaving letter

Presently I am working in a Central Goverment Organization, which is an autonomous body under the Ministry of Communication and IT , Govt of India. Also I am working this organization for last 10 months. Recently I had given resignation to this organization as I have received a very good offer from other private company. I had given one month notice period as per the rule mentioned in my appoiment letter. But unfortunately my present organization is not releaving me without showing any valid reason. They also stopped my salary, claims everything after giving the resignation letter.
And unless, I am getting proper releaving letter from my present organization the new private company is not willing to appoint me.

In this situation I am in a great trouble and I may loose the job. Please advice me , what to do next.

He lives in the state of India. You know, where they try and take away all the jobs from Americans, but then come to us when they need help.
