What is the name of your state? ALABAMA
:confused: I acted in the capacity of department manager for four months after the former manager was released of their duties, from March 15, 2005 until July 18, 2005. I did a letter asking for an increase in pay or a percentage of what the former manager made, this was done b/c other employees mentioned to me that when they acted as their dept. managers for extended periods they were paid a percentage for acting. I never got an increase, and was told that it would be considered at my annual evaluation, which was then pushed back b/c I went on leave under FMLA to care for my minor child after her surgery.
What can I do???

Nothing. The law does not require them to give you an increase of any kind when you take on added responsibilities.

Unless you have a VALID reason to believe that other employees received an increase and you did not BECAUSE OF your membership in a protected group, (race, national origin, religion etc.) they have no legal obligation to give you a retroactive increase, or any increase at all.
