So my husband and I have moved into an apartment complex back April and it is now July. Both my husband and I have been down to the office or called daily to ask when we would receive a utility bill. We were always told that it would come in the mail when our second months rent is due. So we had waited for May to come around and still no bill, than June comes around and still no bill. Finally on July 1st when my husband went to pay our rent he was told that we are past due on our utilities and they must be paid with in 2 days otherwise they will be turned off. When my husband told them that we never received a bill they told him that is not their problem. (the apartment complex sends out the bill and we have to pay them for all utilities)
Now it is July and we know that our utilities are due on the 15th and still have not received a bill and we both have told the apartment complex this several times already, and we check our mail daily. We know that we are not the only people that they are doing this to, they have done this to the 4 other tenants that we know that have been renting for the same amount of time as us. And we do know that with 3 tenants that have been here longer than us they will not send them a bill for 2-3 months and than send them one large bill that must be paid in full. Not to mention there is no way to tell how much of the utilities any apartment is using. The manager told us when we signed the lease that every building has a meter and they split the bill between all 8 apartments depending on the number of people living in each unit. Upon review of the building there is not a single meter and I had asked the grounds keeper how the apartment complex bills everybody and the grounds keeper said that once the complex gets their bill they split it up with all the buildings equal.
I don't see how it is fair that I have to pay for something that I am not getting a bill for to show the break down. Is there anything that I can do or any way that all of the tenants could get together and do something about this? Is this legal what they are doing?What is the name of your state (only U.S. law)?
