Not sure what evidence to submit for a Paypal dispute

What is the name of your state (only U.S. law)? California

I'm not sure what on earth I'm supposed to submit. I bought an item for $312 on eBay. I'm in the US, the seller is in Canada. The seller used some equivalent to delivery confirmation, the kind that shows a package was delivered within a zip code, but not any sort of signature confirmation. I stayed home for days to be here to sign for it!

Well, I didn't receive anything, and have nothing. I've spoken with the post master in person, and the number the seller provided they said only shows delivery of a package somewhere in the zip code, but beyond that, they can't help me track it down to find out where it was misdelivered to. The post master asked me why something so valuable was sent without any sort of signature confirmation because THAT would have shown who received it. I've questioned my neighbors repeatedly, to the point one threatened to call the cops on me for harassment. So if I've received nothing, and the package could have been sent ANYWHERE in this zip code (town of 20,000 people all one zip code), what am I supposed to do or submit?

I paid using funds in my Paypal account, so have no recourse for a CC chargeback.

It's not up to you to prove you didn't receive it; it's up to the seller to prove you did. 99.9999999% of the time, if a seller can't absolutely prove with a signature that the item was delivered, they will lose.

So if I do nothing, it gets closed, but I don't know what on earth documentation I need to submit to show I didn't get it. I don't know how to prove something DIDN'T happen, only that something DID. I'm a businessperson and I charge my buyers for signature confirmation for anything over $100, and then use it, because I've always taken it to be on me to prove what did happen without any doubt than to expect someone else to prove what didn't happen. I feel like I've been charging for a pointless service.

Should I just wait and do nothing? Do I need to find some way to prove I sat on the porch around mail-time every day to wait in case the mailman came to the door with a package for me to sign for? What?

You forget that your dealing with Paypal. They are a law unto themselves.

This is why you always use a credit card on paypal.

Have you asked the sender for details of the package such as size, color, marking etc? If its a small town then thye may remember where it went.

I've had Fedex deliver something to someone and got a signature but it was sent to the wrong address. Having a sig only shows someone signed for it. I was lucky that the person who got it went and dropped it off to the real buyer.
