Obtain a prisioner's common law records

How do I obtain the common law records of a prisoner whose common law file is missing records in chicago, illinois and to also obtain electronic monitoring records for the prisoner in chicago. I do not have a lawyer, could I get one pro-bono

File a state freedom of information act request. However, unless you are the prisoner in question, I doubt you'll get the information. Such records are not public documents.
