What is the name of your state (only U.S. law)? Pennsylvania (Allegheny County)

Apparently this matters per county, but if all classes and requirements are met but not all fines are paid regarding the DUI, can one still receive an OLL. (Allegheny County)

Apparently ALL fines have to be paid.
