This is a what if question

What if a parent could prove that the other parent that is receiving child support through a CO has not provided any financial support for that child.

Could that money be returned? Or given to the person that has raised the child.

What are the odds and what kind of evidence would you need?

the money would not be returned to the payer....but if the child is not residing with the custodial parent, why has the non custodial parent not filed for custody?

You have been told several times you should filed for custody several years ago. YOU KNEW where the child was living. You had no problem until the great grandparent died. You could have went back to court then to change the support order.
