Ohio - Confusing Package Situation

We received a package from a foreign mail carrier that we did not understand the label of.
We noticed a foul odor, and opened and it was a piece of machinery of some sort.

Thinking it was a mistake, we threw the item away.

The apparent intended recipient left a note in our mailbox asking for the status of the item.

Not sure how to proceed from a legal view. Are we liable for the package since we did not understand the information and it was not a federally delivered package?

Uhaaahhhhhh yes. Why didn't you just put a " Not at this Address" tag on the package?
