On Unemployment/Receiving Cash payments?

What is the name of your state? Wisconsin

A former employee of ours (3 years ago) also a union member is collecting unemployment. Only $78.00 is being taken from our SUTA, rest is from other companies he has worked for throughout the 3 years.

He has been laid off from the last company(asked to be)2 months ago and I know he is receiving cash payments for what he is now doing. I'm estimating about $1000/week.

Is it futile to report him as it would be hard to prove his cash payments?
