What is the name of your state? TX

If I buy something from someone in NY, I pay via paypal and they don't ship and stop communicating with me what can I do?
I should file a police report in his state?
I should file an online fraud fbi report?
I should file a BBB fraud report?
I know he has scammed more people since and don't think he will stop any time soon. I have his name address and tel#, what can the police do?

Contact Paypal and see what their procedures are for handling this type of incident. I've had similar problems with merchants that I paid on a credit card. I contacted the cc company, and after they investigated, the charges were reversed and my card credited. I expect PayPal may work the same way if you contact them within their perscribed time frame.

I have placed a dispute thru paypal, but the buyer contacted me and explained he was sorry about not sending the phone out and that he noticed I had placed the dispute, He told me once I had removed the dispute, he would ship out the phone. Unknown to me, once a dispute is canceled via paypal, they will not open another one on the same transaction. So, im not able to do anything thru paypal anymore.
