What is the name of your state? Pa:D

I am new here. I Live in Bensalem Pa and Paid for a car stereo from a guy In Somerset Nj via paypal for the amount of $725, it was taken from my acct. and deposited into his 3 days later. I emailed him to confirm that he received payment and he replied that he was ripped off by a scammer from London and no longer has my money. He said he will not have it for some time and that he was going to pay me back! Well I filed a police report with my township and I contacted his township police dept. and they said they can do nothing for me? I also contacted paypal and filed a claim and they found in my favor but sais that they can not get my money back. It there more I can do? should I go to the state police and try to file with them due to the fact that it was an out of state transaction? This is alot of money for someone to just say sorry, my bad and tell me he'll pay me wheh he is ready.
Thanks,
Chuck Scott
