Alright so i found a small Open Source Project i guess assuming its open as the person who released it gave direct linking to the source BUT in the "Thread/Place-of-release no where did he mention we (i) need to give credits, But just stated he coded it by himself and you know used resources and stuff like most developers.

My question really is, if i change a massive amount of the project; Features, GUI, and such can i copyright the project and sell it commercially? With no legal strings? as he stated no where to give credits and such.
