What is the name of your state (only U.S. law)? CA

My city council just passed a resolution (sorry, not an ordinance) whereby anyone wishing to park on the street between the hours of 2-6am(essentially over night) will need to have a permit. I read the California vehicle code that they cited, and it seems that they have a right to do that. But the letter they sent us said that the council was going to consider such a proposal in January. Did not state date, time, or place of the public hearing. The city newsletter stated the same thing. The council held the public hearing, discussed it, and voted it through all at that particular city council meeting. There was never even a town hall meeting on the subject. Were the letter and the city newsletter announcements enough for proper public notice? Is a public hearing even required?
