I live in section 8 housing in California. The off-site manager called me at the office on Saturday to ask me if I had let my 12 year-old son take out the trash and to tell me that a "used kotex" had been found between the apartment doors directly below me. She told me that neither of the ladies below would touch it and that flies were teeming around it. She had already asked the neighbor if she was menstruating and then asked the neighbor if she knew if I was. She said she knew the 14 year old daughter of the neighbor was not since she is pregnant.
The neighbor replied that she had just finished her cycle, but thought that I might be on mine. She added that she did not use napkins--only tampons.
I called home to see if my son could tell me what was going on. He was not there. I called the manager back and said that in light of the problems I had been having lately at the complex (it's a long story of business dealings gone awry and a suit I have filed against the resident manager's boyfriend), I would leave the office and go to the complex and pick it up, although I used neither of the aforementioned methods of feminine protection.
When I arrived at the specified location, I found a small pantyliner (maybe 2"x4") neatly rolled into a cylinder about the diameter of my little finger. The plastic and adhesive strip were exposed. I picked it up and saved it in a plastic baggie which I plan to deliver to the off-site manager tomorrow for her perusal.
I am a clean tenant who takes pride in her surroundings. I routinely pick up soiled diapers and wash down areas of vomit where neighbors' guests have had too much to drink the night before. There have been several times I feel my privacy has been invaded, but this is the worst. Does the landlord have the right to demand to know when her tenants cycle? Is there recourse for this? The situation just seems to be getting worse as time goes on.
