What is the name of your state (only U.S. law)? LA

Sorry for going OT, but I know many of you here have passport knowlege and this didn't seem to fit in immigration, the only area that was even close.

My daughter (intact family) will be traveling to Europe this summer with the student ambassador program, and we are getting ready to apply for her passport. I am lookng at the form and it asks for the dates of travel. However, we don't have an exact departure date yet. Will this hold up us getting her passport?
