Our rights with my son's school

Greetings:

We live in Oregon. My son who is in 5th grade has been accused of harassment, but it has definite sexual overtones. (My son told a girl student that another boy student in his class had "a boner in his pants." She gleefully told the whole class.) The school is taking this very seriously, forcing me to do the same. We had a long and exhaustive meeting with the school yesterday over this referral.

I know that I have the right to view the referral and my son's school record.
1) Do I have to formally request it?
2) Do I have the right to contest what is in the file and by what process?
3) Can I just ask that certain items be removed from his file?

Thank you for your help. I know that this is more of an Education Law matter but as there was no forum I thought this would be the closest match.
