During the high wind today, a limb fell in our neighbor's yard and caused some damage to their fence. Other than morally obligated to help them, are we legally obligated to pay for the repair to the fence?

Yes, a claim can filed against your homeowner's policy.

Of course every state is different in how homeowners policies are written but in NC if the tree was alive and a limb hit the neighbor's fence, then it is the neighbor's responsible to repair fence however if the tree was dead or dying from disease then your homeowner's liablity is responsible.
