My response:

When it comes to child support, Jurisdiction always "follows the children" to the State where the children live - - as long as residency requirements have been met. So, in your case, Texas is where you file.

Be advised, that if and when the Texas court makes new orders in your favor, those orders must be recognized by the State where your husband lives - - in this case, Florida. So, you must also file those Texas orders in Florida to allow the Florida courts to have jurisdiction over your ex-husband in the event he fails to abide by those orders.

See an attorney for further details.
