Out of state plates in California

What is the name of your state (only U.S. law)? CA
Hello.
A person moved to California from Florida few months ago, became CA resident (CA DL) and his Florida registered car left behind at his friend property in FL. He is planning to bring the car in the near future.
Will he be required to pay late registration fees? And, if a cop pulling him over during the first 20 days of the car operation in CA, can he give him a ticket?

Fees must be paid within 20 days of entry or residency to avoid penalties. Any vehicle owned by a California resident must be registered within 20 days of entry into California unless a special permit was obtained.

There wouldn't be any "late" registration fees if this were the first time the vehicle was registered in California.

And he would only get a ticket for failure to timely register the vehicle if he didn't do so within 20 days of entry.

Just to make it clear: A resident of CA, that owns an out of state car, needs to register it only after the car physically entered CA, right?

It's an entry OR residency thing.

Since the friend is already a resident (which he would need to be in order to have the license), he might have to prove that he arrived ahead of the car.
