In December 1999 I got a parking ticket in Upper Darby, Pa. (Philadelphia) which I ignored. I live in Virginia. During the past year I received one or two notices from Upper Darby notifying me that I would be arrested if I did not pay the fine, each time increasing the fine by adding court costs to the total. Yesterday I received a final notice saying if I don't pay, they will notify local authorities to have me arrested. What is the likelihood of this happening? Who can I contact in Va. to see if they will really follow through on this threat? Thanks.

Seems like they need the money. Odds are very likely. When you don't pay, it turns into a warrant.
