To whom it may concern,

Approximately 10 months ago I was put out of work because of a relocation in the office building. I conduct interviews with disabled individuals to help them get curb to curb service that is associated with a state owned bus system. My office before moving was enclosed so the interviews could be conducted with privacy (without anyone else hearing any information).

They relocated the office on a different floor and made everybody's office in a cubicle style fashion. I proceeded to conduct the interviews as normal. The bus system noticed the privacy diminished and people in the office were able to hear the interviews in full. the Bus System postponed the interviews until some type or privacy partitions were put up.

I work for a nonprofit organization in which over half of the people have a disability. I am a quadriplegic who uses a voice recognition system to conduct the interviews. Is it the employers responsibility to pay for accommodations for disabled employees like myself? Does it fall when the guidelines of the ADA?

I don't understand the question. Are you asking if you have to be paid while they are putting up privacy partitions and no interviews are being conducted? If so, the answer is no. The law does not require any employees to be paid under such circumstances unless you are an exempt employee AND the delay is less than a work week AND you worked for part of that week. Just because you are disabled doesn't give you additional rights over non-disabled employees. The ADA doesn't guarantee you a paycheck when you are not working.
