I moved out of a townhome, left it clean, and with no outstanding balance. I get a letter in the mail saying I owe them money to have the apartment cleaned. They say they do this to all tenants who move out, but they never notified me and it wasn't in the lease. Can they do that???

It is not unusual for the LL to come after the tenant and continue to clean the apartment to his or her satisfaction.
Did you clean under the refrigerator? Back and sides of stove?
Clean under the stove lid? Dismantle and clean the burners?
Bathroom tiles, toilet and sink should be sparkling. Floors should be without any dirt. That includes the dirt between the floorboards, floor and walls. Windows? Dust above the curtain rods? Clean drapes? etc....
