If I had an overdraft debt in 2008 for $230, it is now 2018 and a debt collection firm is threatening to sue unless I pay $1,700 today. Can they sue me in the state of Nevada for this?

Yes, they can sue you, but they wouldn't be successful (assuming you defaulted in 2008 and not later). You would raise the Statute of Limitations as a defense (6 years). Next time you talk to them remind them that the Statute of Limitations is 6 years. Then hang up and stop talking to them.
