How do you force an apartment complex in Houston, Texas to enforce the over occupancy law. I have complained about noise in parking lot created by 4 adults living next door in a 1 bedroom apartment. I have spoken with the occupants,manager,& apartment renters assoc. Calling police is useless by the time they get here they are already gone. The distrubance is usually every other night from 11pm-4am 20 to 30 minutes each time. Well its been two months now and we are not getting quality sleep due to this issue. What is the next legal step to take to resolve this issue? I would rather not move we have been living here for two years now location and school district are great.

Report the management company to the zoning board for violating the occupancy ordinances. File a formal complaint.

After you file the complaint, give landlord written notice that your neighbors are violating your right of quiet enjoyment and that you demand landlord resolve this problem within 30 days or you will "pursue your statutory remedies." If things don't improve, post again and we'll tell you about your satutory remedies.
