Owing state of CA for child support

My sister's family is in a pickle. Her husband fathered a child prior to marrying her and didn't know about the child. The mother went on welfare, listed him as the father and he eventually was contacted and now pays child support...all fine, except...the state of CA paid $5k on his behalf in welfare before he started paying. He now owes this money to the state. My sister and he have made monthly payments but not enough to cover even accrued interest. Now 6 years later, they owe $12k and it'll double eventually again and again. They can barely save enough money for emergencies and have no hope to ever pay this debt. Does anyone have any ideas here? I'm desperate to help her get out of this debt. Thank you in advance.
