Owner not paying the amount for ridiculous reason

I worked at a one day part time job and the owner will not be paying me for the 6 hours of work at $17 per hour because I talked to my friend who was helping out and I was on my phone a few time. Is it against the California employment law for the owner to not pay me the amount for the reason? And does the owner have the right not pay me due to the reason?

Do you have a contract of employment at $17 an hour?

If not, the minimum wage in CA is $12 per hour. As long as you were paid $12 per hour for each hour that you worked, you were paid correctly.

when I was talking to my friend we were talking about the product. And we were not ignoring the customers coming to the stand.
