PA, claiming dependents when seperated

My daughter is currently seperated from her husband. They have three children . One is with her 24/7 , the oldest is with the father and the second one goes between (stays with mom when mad at dad and visa versa ) The father has not paid for any medical bills that have come up. Mom pays for oldest braces even though he lives with his dad ( dad said he would pay but hasn't) She is on unemployment . He has two jobs . They have a house but no one is in there now . Father hasn't paid for anything yet. He lives with his mother and father. He buys the kids things so they will stay with him (ex mini bikes etc )

My husband just filed daughter's income tax ( efile) and got a reply that the kids have been claimed. Is there anything that my daughter can do ? Just figured out that she was going to get over $3,000 down to $17 back ! This isn't fair that she is paying for these kids , clothes , doctor bills, braces and dad just gets to claim them.
Now that this is in the system will the put a "hold" on his refund ? She has receipts of what she has paid.

All during the marriage he has put her in the "hole" and she is trying to dig herself out now this happens. They have a hearing this month hopefully the custody situation will be resolved . Neither have written custody it is mainly a 50/50 type situation.
