Auto shop shut down, didnt notify me, didnt fix my car and had my car impounded

Arkansas is the state here... Hi on July 28th of 2000 I bought a car from the auto auction. At that time i took it to an auto shop to have the engine rebuilt. I gave the shop $500.00 as a deposit. I was told that the car should be done in a few weeks. After a few weeks of waiting for them to call me I returned to the shop to check on their progress,(not started). I checked and checked and it was never done. I told them to let me have the car and I would deal with it they told me No and they would sue me for Breach of Contract. I have a car that is wreced and was illegal to drive(that led to other problems and costs but is not the point) After several failed attempts by them to perform the engine rebuild they said it would be a while before they could get back to working on the car. Calling and calling not done yet not able to get to it yet dont know when it will be done. finally one day i got a out of service message and the business was gone I went to look for my car the whole place had be stripped. I tried to find the owners which were also the mechanics they had no perm adress. Went to police to file report they said it was a civil deal and they could not help me because there was no proof that the shop was just not relocated. I tried to find my car by calling salvage yards coincidentally I found a salvage yard that the owners father worked at. He said his son left town. I called the police again and they said they would look into it and if that was true they would pusue the matter. That was now (two months later). They put the vin # in the computer and the car showed up as towed two months ago to an impound per the request of the auto shop. The impound now wants $700.00 from me to pick up the car and the police said I have to pay it because now that they found my car their job is done. I obviously am not going to get anything from this guy who is now bankrupt though I am going to try and do not know what I am entitled to but I also cannot afford to throw away another 700 to get the car from the impound yard. what do I do?
