What is the name of your state? Virginia

Small business in financial trouble. Memo sent saying that effective immediately there would be no vacation pay even for time already accrued, time off already approved and scheduled. Business may end up closing it's doors in several weeks but right now still open for business.

Any knowledge you have that you can share would be much appreciated.

If you're asking whether it's legal for the company to suspend vacation/PTO pay for time off already accrued and approved, then the answer is yes, it's legal.

Virginia is not one of the few states that considers vacation or PTO time wages. So they can suspend it or even take it away altogether, regardless of whether it has already been approved or not.
