If one were to trade his or her own funds, and wanted to purchase a CD at Bank A, with a maturity date of one-year:
Can this person take the CD (being the owner) and sell it at a discount of the face value, to Bank B, to make a profit?
Would this violate any securities laws in the US or Canada?
