In North Carolina, what is involved in getting a father to sign over parental rights to mother?

is your spouse going to adopt the child? this is the only way that parental rights can be relinquished.

The child's mother and father were never married but his name is on the birth certificate. They split up in September 1999 when baby was 6 months and he hasn't been to see his child in 14 months.

what i was asking was, is the mother's new spouse (step dad) willing to adopt the child? you cannot just sign off on a child without someone else there to take his place.

The court still will not release one parent of their responsibility unless some one else is willing to (adopt) that responsibility. What you may want is a order for full custody, this will give you all the decision making control.

Thanks all for your advice. The full custody order sounds about right. My daughter wants to make sure that even though the baby's father doesn't want anything to do with him right now, that later, he can't just come walking in and take him.
