ALSO DO I NEED AN ATTORNEY TO GIVE UP MY ALL PARENTAL RIGHTS, IF SO ARE THERE ANY ATTORNEYS IN S.C. THAT WONT COST ME ANYTHING.

the usual reply to this questions is the basic - you can not give up parental rights to a child without someone standing by willing to adopt the child and to assume the responsibility of the parent.

of course, there are always circumstances that are taken into consideration and there are always, well i have a friend of a friend of a friend and they were able to give their rights up with no problems and no support. there are always weird laws and good lawyers that can pull your butt out of the fire sometimes.
