parents visiting USA

hi my parent have a 10 yr visitor visa.
they were here for six months from April 10th 2004 to Oct 5th 2004 last yr.
How soon can they come to USA again? Is it true that they should wait for a whole yr before coming to USA again, if they had stayed here for 6 months?

They can try to come at any time, but depending on their reasons for a return so soon, they may or may not be permitted to enter the US.
