What is the name of your state? PA (City of Pittsburgh)

I parked at a Pittsburgh Parking Authority parking meter in downtown Pittsburgh while I attended a class a Point Park University. I arrived at the meter at 12:25PM this was the time on my phone as well and when I went into the University the time was a little after 12:25. I placed enough quarters in the meter for 1 hour. I was in a class till 1:30PM. When I returned to my car at 1:30 there was a ticket for "Expired Meter: Pittsburgh Ordinance 543.03". But the ticket was printed for 1:15PM. Could I file a lawsuit against the city for a fast meter?
