I live in Wisconsin and have a friend who is coming up for parole in 2002. I have heard from many people that the parole board is rarely granting paroles anymore. Is this true?
My friend has completed all of the requirements in terms of continuing college education, special classes ( Victim Impact, etc)...he's always been employed within the facility and has never had an disciplinary violations and has maintained supportive contacts with family and friends during his incarceration. All of his quarterly reviews state that he has made a positive adjustment. Does anyone know what else the parole board in Wisconsin looks for to determine eligibility?
