What is the name of your state (only U.S. law)? IA
During a storm, the trunk of a neighbor's tree fell into my yard. I know that when a healthy tree falls into my yard (at least in my state), it is up to me to clean it up. However, the trunk that fell is still attached to the tree. I have cleaned up all the branches that were attached to the trunk, so all that is left is the trunk itself. Part of the tree is also over a different neighbor's yard, and threatens their fence if it falls. Now I am rethinking who is responsible for cleanup. Am I, since the part of the tree touching the ground is in my yard, or is the tree owner since it's still attached to the tree?
Here are some images to illustrate.

The phone company already looked at the cable and said, "If it breaks, it breaks."
