What is the name of your state? GA

Twelve years ago I went through a Chapter 7. Today I have excellent credit and a score of 769. I currently have a Costco Wholsale Club credit account and Costco has sent me an offer for a Costco Cash Back card. This card is issued through Amex. Amex was a creditor in my bankruptcy. Will I risk any consquences(acknowledging a debt owed) if I accept the Costco/Amex offer in regards to my previous balance cleared through the bankruptcy.

No, Amex can do nothing to go after a discharged debt. However, AMEX has a nasty habit of keeping a black list of people who have filed BK on them, so don't be surprised if you're denied, even with your good credit.
