As long as you are notified before you work any hours at the lower rate, and as long as you still receive the higher of state or Federal minimum wage, yes.

Yes, yes, and yes. In most states, the employer must inform the employee about the pay cut in advance, but absent an employment contract, an employees pay can be cut.
