I recently called 3 contractors to get bids to analyze soil around a disused underground heating oil tank on my property. I wasn't sure I needed to have the analysis done, and I told each contractor that I would call back if I needed the analysis done. As it turns out, I did not need the analysis done and so I didn't call any of them back, nor did I agree in any manner to accept the service. One contractor, however, entered my property and performed the analysis without my authorization. No doubt this was a mistake on his part and I understand how the miscommunication may have occurred. Nonetheless, I now have a bill for a service performed by people who came onto my property without permission and performed a service that I didn't need and didn't authorize. Do I have to pay for this?

In case it matters, this contractor's analysis uncovered a problem with the oil tank that Oregon law requires me to remedy. (Of course I will double-check this contractor's results and will award any needed work to another firm.)
