I'm not aware of any statutory requirement for the handling of paychecks set on a holiday. Payment would normally fall on the workday before or after, depending on the company policy.
However, it really would seem to have little if any impact if the payday falls on that holiday. Assuming you are paid by check, that check can be handed to you on THE holiday, or at 2am, or on Christmas Day. The holiday has no relevance to the handing-out of pay.
