For California laws, I make regular payments to a medical facility. They want the debt paid in 4 months. I cannot meet their demands. Borrowing money (credit cards, loans) would only compound the problem. As long as I continue to make payments, what protection do I have under the law?

If the hospital does not offer financing of medical bills as part of their payment options, they do not have to accept payments. They offered what they considered an acceptable option to paying the bill at one time. You can continue to send payments but they have the right to take you to collection or sue for the balance owed.
