payment delay on life insurance

My mother died and the life insurance is to be paid in equal shares to all 5 of us kids. One of my sisters is refusing to sign and return her claim form to the insurance. The insurance company says they will not release any funds until all the claim forms are submitted. Can the insurance company legally withold our portion?

First she said everyone was greedy because we returned it so quickly. But we all signed an assignment form at the funeral home to have the insurance pay for this. She signed it too.Now she has decided she wants to have her own sevices in the state she lives in and wants the life insurance to pay for that too.

Did you tell her she can do whatever she wants with her share - like have another service but the rest of you do not have to agree to this? ( do not have to use your shares for this) If she still won't sign, you might have to get an attorney involved. How much was the policy for?
