Paypal, Fraudulent funds issue

Hello,

I was the "recipient of fraudulent funds" in which I sold an item on Ebay that was sent to russia. Apparently I'm not covered under the seller protection policy with Paypal because Russia, isn't a "paypal country."

I sold a used computer on ebay and the auction was won, the buyer gave me the address in Russia to send the item to, so once i recieved all my $ in paypal, I shipped the item the following week, through USPS global
express. Over a month went by (well after i deposited my $595.00 into my bank acount) before they told me that "I may have been a recipeient of faraudulent funds" sent to me and then once they decided that I was, they reversed the transaction and sent the money back to the buyer.?????! leaving my papal account at -$577.00. I guess typically this would be a stollen credit card issue, but why a month later am I having a problem with this and not a week later? (transcation payment took place 5/25 and they were reversed by paypal 6/29, recorded in paypal history)


I've gone through paypal representatives through email and I then called paypal and talked to a Resolution Services representative and taked about my situation. The only thing he could tell me was that Russia wasn't covered under the seller protection poilicy and could only give me alternatives, like sell items and that'll bring your paypal acount up from negative dollars, huuu!!?. Resolutions Services would not refund my money and didn't seem to take to my side of the story at all.

I'm not gonna even try to contact the buyer, I guess there were indications that he was a fraudlent buyer, because a few days after the item was sent (a week after the money was put in my paypal acount) his ebay didn't exist, Ii had gotten my money and had just deposited it into my bank acount, so i wasn't worried. I just didn't get any Ebay feedback.

The fact of the matter is, I think payapl really messed up on this one. Again, why would they tell me this a month later, at that point it should be there problem. I'm a college student in Boston with just enough $ to get me through the semester, and no income at the moment. If i can't do something about my -$ in the paypal acount in 90 days, it's going to start wrecking my creit. If you could give me some professional advice on the matter, possibly small claims?? that would be very helpful.

I'm not a lawyer but I have done a lot of internet transactions and I"m pretty fimilar with just about ever scam out there. I nearly got scamed like this as well. I pretty much will not sell to anyone that is not covered under the buyer protection. There are a few ways tor this scam to work. Sometimes the people just make there own ebay and paypal accounts. Other times they hack into ebay accounts that have good feedback but haven't been logged on to for several months to bid. They will do the same with paypal accounts. They end up with product and paid nothing. If the account is theirs they just call fraud on themselves and say that someone else sent this money out and they didn't approve it. Becareful who you sell to. Read all the info on paypal to fully understand who is covered and who is not.
