Pending promotion & "odd" task to get there

I've been working on an intranet site for my employer and my department Manager has promised a promotion to Intranet Administrator should I complete this project by Nov.

My boss has now asked me to re-design a company logo ASAP (which is not a part of my regular job description). He is aware that I have a design background and occasionally freelance this skill on my own time (but for a wage that is considerably higher than what the company pays me). He mentioned that if I can get this job done, he can "make my pending promotion happen sooner".

I don’t appreciate that my skill is being exploited and that it feels as if I’m being blackmailed into getting this done. Is this action violating some employment law, can it be classified as harassment or should I hire a lawyer to protect my creative rights?

However, and though you didn't necessarily ask this, it's VERY unlikely that it would be legal to contract this work as an independent contract deal.
