I am not sure if this is the right forum, but I really need advice on how to pursue this if necessary.

See in 2003 I wanted to start a Business Management course with Penn Foster. I paid my deposit to start the course, but never received any materials from them so I let this go. Then a about 2 or 3 years ago I began getting letters staying I owed them $730 for this course. This too I let go because I refuse to pay that much and never received one bit of material. Didn't even get a welcome letter.

Well for the past two months they have been calling my cellphone and being very nasty to me demanding that I pay $730 for breach of contract. They keep telling me I signed a contract so I am obligated to pay it. I keep telling them that I did not receive any materials and I should not be forced to pay for a course I did not take. They really expect me to pay them this amount despite the fact that I never was given a chance to start.

I have a government student loan I have no problem paying because I went to school and finished. But why should I pay these people and never received a simple letter of instructions, welcome, etc.?

Does this make sense? Does anyone know what I can do to keep this from messing up my credit besides paying them?
