Person at fault accusing me for not stopping for him rather than taking responsibility

Thank you all. Just wanted to let you know that the arbitration decided 90-10 liability. I have no idea why I was 10% at fault. Clearly the other driver had intruded into my space. Anyways I got $450 out of 500 deductible back with no rise in insurance premium as my insurance company did not hold me liable in any way. I am ok with $50 loss and have not contacted my insurance company for details.
