this personal injury (dog bite) seeks the full home owners liability limits; however, there's a second policy which was written for the entire homeowners association. question, in california, if punitive damges are awarded beyond the homeowners liability limits, does the second liabilty policy automatically become available or does some nexis of direct liability have to be proven by the association or not?

Most policies will not cover punitive damages. To find out what is covered in this case, ask the agent and/or the lawyer defending the action. You may have to go to "coverage counsel" to find an answer to your question.
