What is the name of your state (only U.S. law)? Illinois
My neighbor's basement is always flooding in the rainy season. He thinks that my tree is the problem. There is no reasoning with him. Everyone gets leaves in their gutters. Can he sue me?What is the name of your state (only U.S. law)?

Your response should be that leaves in his gutter are an act of God. Properly cleaning his gutter would be the logical solution.
