Petition for spouse to cover fees?

What is the name of your state (only U.S. law)? IL

My divorce is already in progress, after my spouse filed. A few lawyers have discussed the terms of filing a petition for him to cover my fees. My question isn't the financial aspect, but when must this be filed?

One attorney told me the fees would be accrued. When the petition was filed was not specified.
The other told me the petition would be filed immediately. If the petition was denied, they wouldn't continue representing me.
Both attorney require a small retainer at the get-go.

So, how does this work? Can an attorney wait until the end of a case to petition (which seems sneaky to me), or does it have to happen immediately (so everyone knows what's going on)? Or can it be either?
