Petition to Challenge Issuance of Citizenship?

I am in the state of Maryland.


I was wondering if a person could file a petition to challenge the issuance of citizenship to a person seeking citizenship to the United States, based on that they are already engaged in fraud against the United States government, before their citizenship is even approved/denied? If so, is there a form or specific process that needs to be followed? Thanks!

Look up Department of Homeland Security, Immigration and Customs Enforcement.
